The Housing Trust Silicon Valley offers down payment assistance loans to lower-income households in Alameda County and Contra Costa County through its Home Access Program. Funded by the State of California, the program allows successful applicants to borrow up to 40% of a home's purchase price, with a maximum loan amount of up to $200,000. HCD offers information on tenants rights, housing resources, fighting evictions, and more. It works with several Oakland-based partners that offer Know-Your-Rights presentations as well as housing help. The county ended its Emergency Rental Assistance Program in 2022.

The City of Pleasanton Housing Division coordinates the development and maintenance of affordable rental and ownership housing in Pleasanton and administers a range of programs. In 2004, the City introduced the Pleasanton Down Payment Assistance Loan Program. It provides up to $100,000 in down payment assistance for potential first-time homebuyers whose household income does not exceed 120% of the Area Median Income. Other programs include a Housing Rehabilitation Program for low-income homeowners and the Rapid Re-Housing Program that provides short-term rental assistance and services with the goal of helping Pleasanton residents obtain housing quickly, increase self-sufficiency, and stay housed. More than 1,000 below-market rental apartment units have been built since the mid-1980s and are located throughout the city, including Park Hacienda and Anton Hacienda. Inquiries and applications for leasing a unit are administered onsite at each complex.
